Experience:

Dr Trilochan Behera has assumed charge as Finance Officer at Sikkim University on 2nd March 2026. He is a seasoned finance professional who brings over 33 years of extensive experience in the NHPC Limited (A Central Public Power Sector). He has multidimensional experience in finance and accounts, taxation, grievance redressal, contract management, audit, project appraisals and regulatory compliances.

Dr Behera was holding the charges of Deputy General Manager (Finance) at NHPC Limited, where he played a pivotal role in all the areas of finance and accounts. Dr Behera has also served as Chief Financial Officer (CFO) of Jalpower Corporation Limited (JPCL), a wholly owned subsidiary of NHPC Limited. During his tenure at JPCL, he has been instrumental in managing fund raising at most competitive rate and merger of JPCL with NHPC Limited.

In addition, he holds additional charges of 60 MW Rangit Power Station, Sikkim (a Power Station of NHPC built with a capital cost of Rs. 522 Crs), 1605MW Subansiri Upper Project, Arunachal Pradesh. (where Rs. 24649 Crs to be invested by NHPC), 1720MW Kamala Hydroelectric Project, Arunachal Pradesh. (where Rs. 23764 Crs to be invested by NHPC) and Regional Office-Itanagar. During his career in NHPC, he has worked as Head of Finance (HoF) of 125MW Farakkar Hydroelectric Project, Rural Electrification Works-Odisha, 280 MW Dhauliganga Power Station and 120MW Rangit IV Hydroelectric Project.
